RESOLUTION NO. 20984, June 13, 2022

Body

 WHEREAS, the Director of Finance and Purchasing has solicited written proposals pursuant to Request for Proposals No. 22-22 for drug and alcohol testing for use by the Human Resources, and Public Works, and Parks + Rec Departments, and the Sheriff’s Office; and,

 

WHEREAS, a total of 109 notifications were distributed and three responses were received from the following:

 

BIDDERS

 

Test Smartly Labs

Overland Park, KS

 

DSI Medical

Horsham, PA

 

Emergent Care Plus, LLC, dba

NextCare Urgent Care

Meza, AZ

 

 

 

and,

 

 

WHEREAS, the proposals submitted were evaluated on the basis of responsiveness to the scope of services, qualifications, experience, approach, and references; and,

 

 

WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of a twelve-month term and supply contract, with one twelve-month option to extend to Test Smartly Labs of Overland Park, KS, and Emergent Care Plus, LLC, dba NextCare Urgent Care of Meza, AZ, as the lowest and best responsive bidders as set out in the attached recapitulation and analysis; and,

 

WHEREAS, as split award is recommended to allow using County departments to utilize the provider more conveniently located in different areas of the County; and,

 

WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases  subject to annual appropriation; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,

 

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments on the contract, including final payment, to the extent that sufficient appropriations to the using spending agencies are available in the then current Jackson County budget.

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
