RESOLUTION NO. 20849, January 3, 2022

Body
WHEREAS, Merle Horning's Jackson County journey, first in the Corrections Department and later in the Sheriff's Office, began in 1992, and continued as he became part of the Case Management group in 1996, then culminated when he was promoted to Program Services Supervisor a few years later; and,

WHEREAS, Merle has been instrumental in the effective management of internees; and,

WHEREAS, Merle's greatest achievements included developing a working relationship with volunteers, administration, detention staff on all levels, and the case worker unit; and,

WHEREAS, Merle was able to begin training efforts within the case worker unit utilizing experience from his career outside the facility, providing a level of support that enabled the case worker unit to function on a more positive/professional level through peer training, consistency, and knowledge that appeared personally beneficial to all; and,

WHEREAS, Merle worked with the administration and case workers in the development of different programs utilized within the Detention Center to provide services within the facility and community including upgrades to the BARIS program, which is still utilized as the mainstay for the case worker unit today; and,

WHEREAS, Merle was part of the team that enhanced the Objective Jail Classification system that continues to be a major part of classification approaches within the facility; and,

WHEREAS, Merle has been consistently involved in presentations and trainings in the pre-service sessions and academies necessary to advance the department for the benefit of staff and others; now therefore,
