Body
WHEREAS, the Big Muddy National Fish and Wildlife Refuge (Refuge) was established in 1994 for the development, advancement, management, conservation, and protection of fish and wildlife resources; and,

WHEREAS, the Refuge spans from Kansas City to St. Louis along the Missouri River floodplain, encompassing seventeen separate units of protected lands and offering a variety of educational and recreational opportunities to the public; and,

WHEREAS, as a result of a 1950's era federal flood contract project, Jackson County currently owns the Jackass Bend Unit of the Refuge, consisting of thirty-five acres, located approximately 45 minutes northeast of Kansas City; and,

WHEREAS, the United States Fish and Wildlife Service has requested that the County donate the Jackass Bend Unit to the federal government; and,

WHEREAS, such a donation would provide enhanced public access to the Jackass Bend Unit, including fishing, hunting, wildlife observation opportunities, and the implementation of a public youth waterfowl hunting program; and,

WHEREAS, the Director of Parks + Rec has advised that the Department has no present or future use planned for this property, which is a part of the former river channel, topographically rough terrain and difficult to access; and,

WHEREAS the attached Quit Claim deed provides a suitable mechanism by which to effect the donation; now therefore,
