Body
WHEREAS, by Resolution 20779, dated October 4, 2021, the Legislature awarded a twelve-month term and supply contract with one twelve-month option to extend, for the furnishing of employee group dental insurance coverage as an employee benefit for use countywide, to Blue Cross and Blue Shield of Kansas City, MO, pursuant to the recommendation of the County's benefits broker, Garry and Associates; and,
WHEREAS, after legislative approval of the contract it was determined there was an irregularity in this award; and,
WHEREAS, since that determination, the Director of Finance and Purchasing solicited proposals on Request for Proposals (RFP) No. 72-21 for the furnishing of employee group dental insurance coverage as an employee benefit for use countywide; and,
WHEREAS, a total of twelve notifications were distributed and two responses were received and evaluated from the following:

Kansas City, MO
Cigna
Bloomfield, CT
and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Directors of Finance and Purchasing and Human Resources recommend the award of a twelve-month term and supply contract with one twelve-month option to extend for the furnishing of employee group dental insurance coverage as an employee benefit for use countywide to Blue Cross and Blue Shield of Kansas City, MO, under the terms and conditions of RFP No. 72-21, for the reason that it has submitted the lowest and best proposal;
