IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI
Title
AN ORDINANCE partially rescinding Resolution 20599, dated January 4, 2021, transferring $1,475,870.00 within the 2021 Anti-Crime Sales Tax Fund, and authorizing the Prosecuting Attorney to execute agreements with certain outside agencies which are engaged in anti-crime and anti-violence prevention activities and purposes, at an aggregate cost to the County not to exceed $1,475,870.00.

Body
WHEREAS, the voters of Jackson County, Missouri, renewed the sales tax to provide funding for the fight against illegal drugs and violent crime in our community; and,
WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Crime Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,
WHEREAS, the voters and the Legislature authorized the Prosecuting Attorney, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in anti-crime and anti-violence prevention activities and purposes; and,
WHEREAS, the COMBAT Commission solicited proposals from community agencies seeking through various means to provide anti-crime and anti-violence prevention activities and services; and,
WHEREAS, after review of the outside evaluators’ recommendations, the COMBAT Commission has recommended that the Prosecuting Attorney be authorized to execute agreements with certain outside agencies engaged in anti-crime and anti-violence prevention activities and purposes, focusing on youth employment and domestic violence, for services through December 31, 2021, as set out below:

WHEREAS, a transfer is now necessary to fund a portion of the recommendations; and,
WHEREAS, a portion of the funding required for the recommended agreements is available from the $100,286.00 previously awarded to the KC CARE Health Center by Resolution 20599, dated January 4, 2021, inasmuch as the KC CARE Health Center has notified the County that it has declined the award; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby are made:

BE IT FURTHER ORDAINED that the Prosecuting Attorney be, and is hereby authorized to execute agreements with the identified outside agencies in the respective amounts indicated, in forms to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Department of Finance and Purchasing be, and is hereby authorized to make all payments, including final payment on the agreements; and,
BE IT FURTHER ORDAINED that the portion of Resolution 20599, dated January 4, 2021, that awarded a contract to the KC CARE Health Center be, and hereby is rescinded.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
