AN ORDINANCE appropriating $99,987.00 from the undesignated fund balance of the 2021 Grant Fund and awarding a contract for the furnishing of engineering services in connection with the Haines Road Bridge Replacement Project, Federal Project No. BRO-B048(58), for use by the Public Works Department, to Wilson & Company, Inc., Engineers & Architects of Kansas City, MO, at a cost to the County not to exceed $99,987.00.

Body
WHEREAS, the Haines Road Bridge, located approximately 1.7 miles south of Missouri Route 150 and .62 miles east of Smart Road in unincorporated Jackson County, is eligible for replacement as part of the Missouri Highways and Transportation Commission’s (MHTC) Off-System Bridge Program, which provides for reimbursement of 80 percent of a project’s cost, and,
WHEREAS, by Ordinance 5320, dated March 16, 2020, the Legislature authorized the County Executive to enter into an Off-System Bridge Program Agreement between the County and MHTC that set out the obligations of each entity relating to the design and construction of a new bridge; and,
WHEREAS, MHTC pre-qualified engineering consultants to work on bridge replacements within the program, and the Director of Public Works recommends award to one of the pre-qualified firms, Wilson & Company, Inc., Engineers & Architects of Kansas City (Jackson County), MO, at an actual cost to the County not to exceed $99,987.00; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that award be made as recommended to the Director of Public Works and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
