ORDINANCE NO. 5483, January 25, 2021

 

INTRODUCED BY Charlie Franklin, County Legislator

 

 

Body

 WHEREAS, former U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,

 

WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens and employees; and,

 

WHEREAS, an appropriate response by the County to this emergency will require significant expenditures from the County CARES Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,

 

WHEREAS, by Ordinance 5371, dated June 22, 2020, the Legislature authorized a contract in the amount of $500,000.00 with Harvesters- The Community Food Network of Kansas City, MO, to begin the process of ensuring that food insecurity is minimized in the wake of the full economic impact in connection with the fight against the ongoing Coronavirus/COVID-19 pandemic; and

 

WHEREAS, by Ordinance 5420, dated October 5, 2020, the Legislature authorized contracts in the total amount of $170,000.00 with the Community Services League of Independence, MO, and One Good Meal of Lee’s Summit, MO, to continue the process of ensuring that food insecurity is minimized; and,

 

WHEREAS, by Resolution 20535, dated October 19, 2020, the Legislature authorized contracts with sixteen additional community agencies in the aggregate amount of $543,700.00 to continue the work of minimizing food insecurity; and,

 

WHEREAS, under this Ordinance the Country Administration will again solicit and receive proposals from outside agencies to further address food insecurity issues with the appropriation of these funds; now therefore,

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that the County Administration hereby is authorized and requested to solicit proposals from interested outside agencies to address food insecurity needs in the County; and,

 

BE IT FURTHER ORDAINED that the Legislature shall consider the award of contracts to outside agencies as recommended by the Administration to continue to address food insecurity issues in the County.

 

Enacted and Approved

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
