Title
AN ORDINANCE appropriating $195,000.00 from the undesignated fund balance of the 2020 CARES Act Fund to provide for an allocation of funds among the domestic violence shelters in Jackson County, in connection with the fight against the ongoing Coronavirus/COVID-19 pandemic, at an aggregate cost to the County in the amount of $195,000.00.

Body
WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,
WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens and employees; and,
WHEREAS, an appropriate response by the County to this emergency will require significant expenditures from the County CARES Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,
WHEREAS, to comply with U.S Centers for Disease Control and local health department guidelines for social distancing, domestic violence shelters have had to reduce capacity at the shelters and shelter violence survivors in hotels; and,
WHEREAS, this Ordinance will provide $65,000.00 each to Hope House, Newhouse, and Rose Brooks to enable them to further assist clients with past due rent, utility bills, housing application fees, and other housing needs, allow shelters to be reimbursed for necessary cleaning and sanitation supplies and hotel placement programs, provide PPE for staff and clients, and address survivors’ evolving needs through case management, all in connection with the pandemic; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to execute appropriate contracts with the listed agencies, in the amount of $65,000.00 each, in a form to be approved by the County Counselor.
BE IT FURTHER ORDAINED the Director of Finance and Purchasing is authorized to make any adjustments to revenue accounts in the 2020 County budget made necessary by the appropriation of CARES funding in 2020.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
