RESOLUTION NO. 20570, November 30, 2020

Body
WHEREAS, earlier in 2020 the County received $122.67 million in CARES Act funds from the U.S. Government; and

WHEREAS, the County has distributed or allocated $114.78 million of these funds to meet important community needs in dealing with the COVID-19 pandemic; and

WHEREAS, a total of $7.89 million or 6.4% of the County's total allocation remains unallocated or uncommitted as of this date; and

WHEREAS, it is the intention of the County to allocate all of the remaining funds granted by the U.S. government under the CARES Act to address societal issues brought about by the COVID-19 pandemic; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature states its intent to allocate the remaining $7.89 million of CARES Act funding in the following ways:
1. Up to $5 million for awards to County businesses with less than fifty employees to be distributed through the cities of the County to address small business needs as the worsening pandemic requires further restrictions on business operations in the County;
2. $1 million to be provided to safety net hospitals and health centers and non-profit nursing homes to purchase additional personal protective equipment (PPE) and COVID-19 testing supplies; and
3. Up to $1.89 million to reimburse the County for the operations of its Sheriff's Office, Corrections Department, Park Safety staff, and Medical Examiner's Office in their roles as first responders and critical service providers for the residents of the County.

BE IT FURTHER RESOLVED that the Legislature expresses its desire that the U.S. Congress extend the current deadline for all expenditures under the CARES Act from December 30, 2020, ...
