AN ORDINANCE appropriating $3,000,000.00 from the undesignated fund balance of the 2020 Cares Act Fund to provide funds to Metropolitan Community College to assist the college with retrofitting its Advanced Manufacturing Institute in connection with the fight against the ongoing Coronavirus/COVID-19 pandemic and authorizing the County Executive to execute an intergovernmental agreement with Metropolitan Community College, at a cost to the County not exceed $3,000,000.00.

Body
WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,
WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens; and,
WHEREAS, an appropriate response by the County to this emergency will require significant expenditures from the County CARES Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,
WHEREAS, with the funding provided by this appropriation, Metropolitan Community College (MCC) will be compensated in the amount $3,000,000.00 for retrofitting of the colleges new Advanced Manufacturing Institute (AMI) to be located at 30th and Troost in Kansas City, MO; and,
WHEREAS, the AMI has an estimated cost of $18 million which will be funded with MCC bond revenues and private philanthropic support along with the County's contribution; and,
WHEREAS, the County's contribution will allow for increased student capacity at the AMI, flexible spaces, non-thermal ventilation technology, touchless door and elevator access, and anti-bacterial finishes; and,
