WHEREAS, the Director of Finance and Purchasing has issued Request for Qualifications No. 34-20 for underwriting services; and,
WHEREAS, a total of twenty-three notifications were distributed and seven responses were received and evaluated as follows:

WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the County’s evaluation team recommends the authorization of contracts with the five best ranked respondents as follows: Morgan Stanley of New York, NY, Bank of America Securities, Inc., of St. Louis, MO, Piper Sandler of Leawood, KS, Hilltop Securities, Inc., of St. Louis, MO, and Valdes and Moreno, Inc., of Kansas City (Platte County), MO; and,
WHEREAS, the adoption of this Resolution will establish a pool of highly qualified underwriting firms to which contracts may be awarded in the future, based on pricing and other circumstances specific to possible future transactions; and,
WHEREAS, all bond underwriting fees and expenses will be paid from the proceeds of the future financing transactions; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be authorized as recommended by the evaluation team and that the Director of Finance and Purchasing be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of specific future contracts.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
