A RESOLUTION authorizing the County Executive to execute an extension to the existing Cooperative Agreement with the Greater Kansas City Coalition to End Homelessness for temporary emergency housing of homeless or near homeless individuals who have tested positive for COVID-19, at no additional cost to the County.

Body

 WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White Jr. have all declared, in one form or another, the ongoing coronavirus/COVID-19 pandemic to be a public health emergency; and,

 

WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens; and,

 

WHEREAS, an appropriate response by the County to this emergency will require the expenditure of significant County financial and other resources; and,

 

WHEREAS, by Ordinance 5326, dated April 6, 2020, the Legislature previously appropriated $2,000,000.00 for emergency housing assistance to aid Truman Medical Centers and the Health Department in the provision of emergency housing needs to those persons who need to be quarantined away from others and who could otherwise potentially spread the virus if left unhoused; and,

 

WHEREAS, by Resolution 20415, dated April 20, 2020, the Legislature did authorize the County Executive to execute a Cooperative Agreement with the Greater Kansas City Coalition to End Homelessness (GKCCEH) to provide for temporary emergency housing of homeless or near homeless individuals who have tested positive for COVID-19,through July 31, 2020, at a cost to the County not to exceed $450,000.00; and,

 

WHEREAS, GKCCEH is scheduled to close its emergency housing facility at the Salvation Army Kansas City Three Trails Camp on August 14, 2020, after serving approximately twenty-seven individuals, but has requested permission to continue to provide housing and related services through August 31, 2020, at no additional cost to the County; and,

 

WHEREAS, the extension of this Cooperative Agreement will allow for continued services and for all final costs to be paid; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an extension to the existing Cooperative Agreement with the GKCCEH, on the terms previously outlined, in a form to be approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the Agreement and Extension thereto.

 

Enacted and Approved

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
