AN ORDINANCE deferring until August 31, 2020, all remaining payments due on 2019 residential real property taxes from eligible senior taxpayers pursuant to section 2060. of the Jackson County Code, to enable them to better cope with the financial issues caused by the ongoing Coronavirus/COVID-19 pandemic.

Body

 WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,

 

WHEREAS, on March 22, 2020, the County Executive issued an order closing all non-essential businesses in Jackson County, outside the City of Kansas City, which has been extended until May 15, 2020; and,

 

WHEREAS, section 2060. of the Jackson County Code establishes a procedure by which certain “eligible” senior taxpayers, as defined in that section, may pay their residential real property taxes in four installments; and,

 

WHEREAS, for 2019 residential real property taxes, the final two installments are due on May 31 and August 31, 2020; and,

 

WHEREAS, economic issues associated with the pandemic may render it a hardship for some seniors to make the payment due May 31 pursuant to section 2060.; and,

 

WHEREAS, under these circumstances, it is appropriate that, for eligible senior taxpayers, the installment payment due May 31, 2020, be deferred until August 31, 2020, by which time all outstanding 2019 taxes must be paid in full to avoid the imposition of penalties and interest; now therefore,

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that all remaining payments due on 2019 residential real property taxes pursuant to section 2060. of the Jackson County Code be and hereby are deferred until August 31, 2020, to enable eligible senior taxpayers to better cope with the financial issues relating to the ongoing Coronavirus/COVID-19 pandemic.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
