A RESOLUTION transferring $42,352.00 within the 2020 General Fund and authorizing the Director of Finance and Purchasing to execute an Addendum to the Agreement with Advanced Correctional Healthcare of Peoria, IL, to provide interim mental health services to the inmates of the Department of Corrections at a monthly cost to the County of $21,175.85 and a total cost in 2020 of $42,352.00.

Body
WHEREAS, there is currently a gap in the provision of mental health services to inmates of the Department of Corrections, due to the departure of staff of Truman Medical Center Behavioral Health from the Jackson County Detention Center; and,
WHEREAS, the Department of Finance and Purchasing is in the process of soliciting formal proposals for the provision of these services; and,
WHEREAS, it is anticipated that a new contract for mental health services can be awarded and a contractor can be in place within ninety days; and,
WHEREAS, in the interim, Advanced Correctional Healthcare, Inc., of Peoria, IL, the County’s current provider of inmate healthcare, dental, and pharmaceutical services at the detention center pursuant to Resolution 19895, dated June 11, 2018, has proposed to provide gap mental health coverage at the detention center for a period of two months, at a monthly cost of $21,175.85; and,
WHEREAS, the Director of Corrections recommends the execution of the attached Addendum to the Agreement with Advanced Correctional Healthcare, Inc., to provide the required mental health coverage at the detention center, on the terms indicated in this Resolution; and,
WHEREAS, in order to fund these services, a transfer is necessary; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made:

BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing be and hereby is authorized to execute the attached Addendum to the Agreement with Advanced Correctional Healthcare, Inc., to provide interim mental health coverage to the inmates of the Jackson County Detention Center; and,
BE IT FURTHER RESOLVED that the Director be and hereby is authorized to make all payments including final payment on the Addendum.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
