RESOLUTION NO. 20208, July 29, 2019

 

INTRODUCED BY Tony Miller and Ronald E. Finley, County Legislators

 

 

Body

 WHEREAS, the Department of Finance and Purchasing has solicited formal written bids on Invitation to Bid No. 32-19 for the furnishing of heavy equipment rental for use by the Public Works and Parks + Rec Departments; and,

 

WHEREAS, a total of fourteen notifications were distributed and four responses were received, one of which was rejected as non-compliant with bid specifications; and,

 

WHEREAS, following evaluation of the responsive bids received, the Director of the Department of Finance and Purchasing has recommended that the contract be split and awarded to the three responsive bidders to ensure the availability of rental equipment of all types during the upcoming peak busy season; and,

 

WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the spilt award of twenty-four month term and supply contracts with three twelve-month options to extend for the furnishing of heavy equipment rental for use by the Parks + Rec and Public Works Departments to The Victor L. Phillips Company of Kansas City (Jackson County), MO, Road Builders Machinery and Supply Co. Inc., of Kansas City, KS, and Murphy Tractor and Equipment Co., of Kansas City (Clay County), MO, under the terms and conditions of Invitation to Bid No. 32-19, as the lowest and best bidders meeting specifications; and,

 

WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with availability of funds for specific purchases subject to annual appropriation; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director of Finance and Purchasing be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award and any necessary extensions; and,

 

BE IT FURTHER RESOLVED that the Department of Finance and Purchasing is authorized to make all payments, including final payment on the contracts, to the extent that sufficient appropriations to the using spending agencies are contained in the then current Jackson County budget.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
