INTRODUCED BY Dan Tarwater III, County Legislator

 

 

Body

 WHEREAS, Project RISE (Responsive Individualized Support and Early Intervention) will provide individualized support, interventions, and resources for nonfatal shooting victims and their families to heal suffering; and,

 

 

WHEREAS, Project RISE aims to refine, implement, evaluate, and coordinate a step-care model of intervention for nonfatal shooting victims within Jackson County that are presented to the emergency room department at Truman Medical Center, which will provide PTSD screening; and,

 

WHEREAS, after being released from Truman Medical Center, the victims and their families will provide information and services regarding the common trauma reactions to identify; and,

 

WHEREAS, the victims that request additional support services either with a group or on their own will be provided with Psychological First Aid (PFA), emotional support, ongoing assessment from clinicians, social workers, and survivor groups for up to three months post shooting; and,

 

WHEREAS, the voters of Jackson County, Missouri, renewed the anti-crime sales tax to provide funding for the fight against illegal drugs and violent crime in our community; and,

 

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Crime Sales Tax Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

 

WHEREAS, the voters and the Legislature authorized the Jackson County COMBAT Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purpose of preventing drug use and drug-related and violent offenses; and,

 

WHEREAS, the Commission has recommended that the Prosecuting Attorney be authorized to execute an Agreement with Truman Medical Center engaged for Project RISE for the period July 1, 2019, to December 31, 2019; and,

 

WHEREAS, the execution of such an agreement is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Prosecuting Attorney be and hereby is authorized to execute an Agreement with Truman Medical Center Inc., Project RISE, in a form to be approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the Agreement.

 

 

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
