Body
WHEREAS, the Department of Corrections has a need for an on-call consultant to access its access control systems; and,
WHEREAS, the access control system controls access into the perimeter of the detention center, providing safety and security of the facility, inmates, employees, and civilians located within and around the facilities; and,
WHEREAS, Request for Proposals No. 64-18 was broken into two sections, with the first section providing on-call consulting services for the existing access control system and part two providing for all services needed to replace the existing system in the event the decision is made to replace the whole system, and this contract awards only section one for the on-call services; and,
WHEREAS, a total of thirteen notifications were distributed and one response was received and evaluated from the following:

and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of a twelve-month contract with four one twelve-month options to extend for the furnishing of access control consulting services for use by the Department of Corrections to Professional Systems Engineering, LLC, of Lansdale, PA, under the terms and conditions of Request for Proposals No. 64-18, at an annual cost to the County not to exceed $25,000.00; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments on the contract, including final payment, to the extent that sufficient appropriations to the using spending agency are available in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
