Body
WHEREAS, the County has a need for printing services for use by various County departments; and,
WHEREAS, the Director of Finance and Purchasing solicited formal written bids for printing services under Invitation to Bid No. 36-18; and,
WHEREAS, a total of thirty-six notifications were distributed and two responses were received and evaluated, while a third bid was rejected for not meeting specifications; and,
WHEREAS, the Director of Finance and Purchasing recommends a spilt award to Almar Printing, Inc., of Kansas City (Jackson County), MO, and KC Blue Print and Planroom of North Kansas City, MO, as the lowest and best overall bids received; and,
WHEREAS, the spilt award is being recommended due to the different in cost breaks for different quantities among the bidders and to enable the using departments to take advantage of the cost breaks; and,
WHEREAS, pursuant to 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of twenty-four month term and supply contracts with three twelve-month options to extend, for the furnishing of printing letterhead, envelopes, business cards, and other printed material, to Service Printing and Graphics for use by various County departments under the terms and conditions of Invitation to Bid 36-18 to Almar Printing, Inc., of Kansas City (Jackson County),MO, and KC Blueprint and Planroom of North Kansas City, MO, as the lowest and best bids received; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases being subject to annual appropriation; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including, final payment on the contracts, to the extent that sufficient appropriations to the using spending agencies are available in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
