RESOLUTION NO. 19570, August 28, 2017

INTRODUCED BY Tony Miller, Scott Burnett, Alfred Jordan, Garry J. Baker, Crystal Williams, Dennis Waits, Dan Tarwater, III, Greg Grounds, and Theresa Galvin, County Legislators

Body
WHEREAS, Lee's Summit Police Officer Thomas A. Orr, 30, was killed in a senseless shooting in Kansas City, while he was off duty; and,

WHEREAS, Officer Orr had been with the Lee's Summit Police Department since March 2015, where he served as the school resource officer for Bernard Campbell Middle School in the Lee's Summit School District; and,

WHEREAS, prior to serving in Lee's Summit, Officer Orr worked for the Marshall (Missouri) Police Department; and,

WHEREAS, the Lee's Summit community as well as Officer Orr's family are heart- broken over his loss, expressing that he was someone who was committed to being a positive force in the world; and,

WHEREAS, Officer Orr was raised in South Holland, Illinois and attended the University of Houston before transferring to Lincoln University in Jefferson City, MO, where he was a member of the Omega Psi Phi fraternity; and,

WHEREAS, Officer Orr was an innocent bystander when a dispute erupted at a restaurant in Kansas City on the evening of August 20, 2017, resulting in his shooting death and the injury of a woman who also was not involved in the disturbance; and,

WHEREAS, services for Officer Orr were held August 24, 2017, at Abundant Life Church in Lee's Summit with his burial planned in his hometown outside of Chicago; and,

WHEREAS, Officer Orr's family is devastated by his tragic loss and the community he served has conveyed its love and support to them and the Lee's Summit Police Department; and,

WHEREAS, the citizens of Jackson County offer their support and honor...
