A RESOLUTION transferring $11,400.00 within the 2017 Anti-Drug Sales Tax Fund and authorizing the execution of an Addendum to the Agreement with First Call for the furnishing of treatment data management services for use by COMBAT, at an additional cost to the County not to exceed $11,400.00.

Body
WHEREAS, by Resolution 19188, dated June 20, 2016, the Legislature did award a six-month contract with three twelve-month options to extend to First Call for the furnishing of treatment data management services, as a sole source purchase, at an annual cost to the County of $39,000.00; and,
WHEREAS, the COMBAT Administration desires to increase the scope of the Agreement with First Call to update the software and expand the software’s reporting features, at an additional cost to the County not to exceed $11,400.00; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased, such as the required proprietary software updates, can be obtained from only one source; and,
WHEREAS, a transfer is necessary to place the funds required for this update in the appropriate spending account; and,
WHEREAS, the County Executive recommends said transfer; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer within the 2017 Anti-Drug Sales Tax Fund be and is hereby made:

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract and addenda thereto.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
