A RESOLUTION expressing the intent of the Legislature to enact an ordinance establishing a prescription drug monitoring program in Jackson County.

RESOLUTION NO. 19196, June 20, 2016

 

INTRODUCED BY Crystal Williams, Theresa Galvin, Garry Baker, Tony Miller, Scott   Burnett, Alfred Jordan, Dennis Waits, Dan Tarwater III, and Greg Grounds, County Legislators

 

 

Body

 WHEREAS, the State of Missouri is the only state in the union without a comprehensive statewide program that requires pharmacies to monitor or track the prescribing and dispensing of schedule II, III, and IV controlled substances within the state; and,

 

WHEREAS, after repeated consideration, the Missouri General Assembly has failed to enact legislation to establish such a statewide program as exists in the other forty-nine states; and,

 

WHEREAS, in the absence of a statewide program, St. Louis County and the City of St. Louis have enacted ordinances establishing such programs within their respective jurisdictions; and,

 

WHEREAS, the Legislature believes that the adoption of such an ordinance, to be effective in that portion of Jackson County outside the Cities of Kansas City and Independence, which is the extent of the county’s public health-related jurisdiction, would be in the best interest of the health, welfare, and safety of the citizens of Jackson County; and,

WHEREAS, the Legislature encourages the cities of Kansas City and Independence to join Jackson County in this endeavor; and,

 

WHEREAS, it is the intent of the Legislature to enact such an ordinance as soon as county staff has had an opportunity to research and make recommendations on certain budgetary and program management issues; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby expresses its intent to promptly enact an ordinance establishing a prescription drug monitoring program in Jackson County.

 

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
