A RESOLUTION awarding a contract on Bid No. PW 03-2016 for the 2016 Pavement Maintenance Project, Phase 3 (Mastic Surface Seal - Onyx), No. 3197, to Musselman & Hall Contractors, LLC, of Kansas City, MO, at an actual cost to the County not to exceed $193,320.00, and authorizing the Director of Public Works to approve line item adjustments under this contract at no additional cost to the County.

Body
WHEREAS, the Director of Public Works has solicited formal written bids on Bid No. PW 03-2016 for the 2016 Pavement Maintenance Project, Phase 3 (Mastic Surface Seal - Onyx), No. 3197, for use by the Public Works Department; and,
WHEREAS, notifications were distributed through advertisement and online posting and two responses were received from the following:

Kansas City (Jackson County), MO
Vance Brothers, Inc. $196,009.01
Kansas City (Jackson County), MO
and,
WHEREAS, the Director of Public Works recommends the award of a contract for the 2016 Pavement Maintenance Project, Phase 3 (Mastic Surface Seal - Onyx), No. 3197, to Musselman & Hall Contractors, LLC, for the reason that it submitted the lowest and best bid; and,
WHEREAS, after the bids were opened, the Director of Public Works recommended an increase to the Onyx portion of the contract; and,
WHEREAS, this additional 0.855 miles of work at the unit prices bid by Musselman & Hall would increase the contract by $271.78, to a total revised amount of $193,319.41; and,
WHEREAS, in the event that line item adjustments to the contract become necessary, it is appropriate that the Director of Public Works be authorized to approve said line item adjustments to the extent there is no additional cost to the County; now therefore,
