Body
WHEREAS, the Prosecuting Attorney’s Office recommends the implementation of a new Employment Barriers Program to provide re-entry assistance and support to at-risk ex-offenders transitioning from prison back into the community; and,
WHEREAS, by Request for Proposals (RFP) No. 17-16, the Director of Finance and Purchasing did solicit the submission of proposals from firms interested in providing these services; and,
WHEREAS, the Director distributed thirty-four notifications and received two responses to the RFP, as follows:

WHEREAS, the proposals submitted were evaluated on the basis of responsiveness to the scope of services, qualifications, experience, approach, and references; and,
WHEREAS, following evaluation of the proposals, the Prosecuting Attorney’s Office has recommended the award of a six-month contract with one twelve-month option to extend for the furnishing of these services to Twelfth Street Heritage; and,
WHEREAS, the Director of Finance and Purchasing recommends that the award be made pursuant to section 1054.6 of the Jackson County Code, 1984, to Twelfth Street Heritage Development Corporation of Kansas City, MO, at a cost to the County not to exceed $76,000.00; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute for the County a Cooperative Agreement with Twelfth Street Heritage, in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
