RESOLUTION NO. 19138, May 2, 2016

INTRODUCED BY Dennis Waits, Garry J. Baker, Crystal Williams, Tony Miller, Scott Burnett, Alfred Jordan, Dan Tarwater III, Greg Grounds, and Theresa Galvin, County Legislators

Body
WHEREAS, Independence Youth Court is a peer diversion program with student volunteers serving as judges, prosecutors, and defense attorneys; and,

WHEREAS, the Independence Youth Court was established in December 1985 and held its first court session on Law Day, May 1, 1986, in the Jackson County historic Harry S Truman Courtroom; and,

WHEREAS, the Independence Youth Court will hold its 30th Anniversary Celebration in the Independence Municipal Courtroom on Thursday, May 12, 2016 at 5 pm; and,

WHEREAS, leaders in the City of Independence and Jackson County, Missouri, have invested in this local youth program, which has heard 14,035 juvenile cases in its 30-year history; and,

WHEREAS, local attorneys from the Eastern Jackson County Bar Association volunteer more than 150 hours per year to assist with court sessions and training of volunteer Youth Court Attorneys; and,

WHEREAS, juveniles referred to the Independence Youth Court have completed a total of 300,153 community services hours and have a recidivism rate at less than five percent per year; and,

WHEREAS, the Independence Youth Court, as the first Teen Court in the State of Missouri and the Midwest, has served as a model for area, state, and national programs; now therefore,


BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates the Independence Youth Court on its 30th Anniversary and extends best wishes in the future.

Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
