WHEREAS, Melba J. Curls, Third District At-Large City Councilwoman for the City of Kansas City, Missouri, will retire after 34 years of public service on August 1, 2015, upon the swearing in of her successor; and,
WHEREAS, Melba is a lifelong resident of Kansas City and a graduate of Central High School, where she was a member of one of the first classes to integrate the high school; and,
WHEREAS, Melba has long been known for fighting for equality and civil rights, having been active with the NAACP Youth program where she met her future husband, Phil B. Curls, on a civil rights trip with the organization; and,
WHEREAS, Melba served on the staffs of former Mayor Charles Wheeler and former United States Senator Thomas Eagleton, and she spent fifteen years in support of early childhood education with KCMC Child Development Corporation; and,
WHEREAS, in 1999, Melba was elected to serve the 41st District in the Missouri House of Representatives, a position she held for seven years; and,
WHEREAS, during her tenure in the state general assembly, Melba worked across party lines as Chair of the Committee on Urban Affairs and Vice Chair of the Ethics Committee; and,
WHEREAS, as City Councilwoman, Melba has served as Vice Chair of the Housing and Transportation and Infrastructure Committees, and currently serves as Chair of the Neighborhoods, Housing and Healthy Communities Committee and is a member of the Planning, Zoning, and Economic Development and Legislative Committees; and,
WHEREAS, Melba is a member of the Jackson County Board of Domestic Violence Shelters, Life Member of the NAACP, Charter Member of the United Minority Media Association, and an Executive Board Member of Freedom, Inc.; and,
WHEREAS, Melba’s children, Phil Jr., Michael, Monica, and Louis, her friends, and her co-workers extend best wishes on the occasion of her retirement; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby congratulates Melba Curls on her retirement and extends best wishes to her in the future.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
