RESOLUTION NO. 18817, April 27, 2015

Body
WHEREAS, Opal Zucca, together with her late husband Herbert Zucca, has served as a foster parent to over 465 children in the Jackson County area since 1972; and,

WHEREAS, Opal and Herbert had five children of their own, four biological and one adopted child, Tim, Wyatt, Marta, Colette, and Keisha; and,

WHEREAS, Opal began fostering children after babysitting neighborhood children; and,

WHEREAS, Opal and Herbert considered foster parenthood a calling and a way of giving back to the community; and,

WHEREAS, Opal believes that it is important to develop a positive and mentoring relationship with potential adoptive parents and/or biological parents; and,

WHEREAS, she encourages children under her care to have a relationship with the people that will come to care for these children for the remainder of their lives and invites the parents to visit in her home; and,

WHEREAS, prior to his death in 2012, Herb was active in the Army and Navy reserves, worked for General Motors at its Leeds Plant, and served as a County Committeeman in the Blue Township for four years; and,

WHEREAS, Opal will retire from foster parenting at the age of 84 when the last baby under her care returns to his biological father this summer; and,

WHEREAS, Opal has numerous grandchildren and great-grandchildren, and also continues to care for children she once fostered, including a young man who is in residential care and visits her each weekend; and,

WHEREAS, in retirement, Opal is looking forward to visiting her children more often, going to the lake, and working in her yard; now therefore,
