Body
WHEREAS, by Resolution 18044, dated December 3, 2012 the County did contract with Great Plains SPCA for the operation and management of the County's new Regional Animal Shelter; and,

WHEREAS, since 2012 the Regional Animal Shelter has experienced a greater than 50 percent increase in shelter intakes; and,

WHEREAS, affordable spay and neuter programs have shown to reduce the incidence of unwanted litters and animal control field calls, resulting in a safer community for pets and citizens; and,

WHEREAS, Great Plains SPCA has submitted a funding request to supplement its spay and neuter outreach programs to assist its goal of ensuring that citizens of Jackson County have access to affordable spay and neuter services and to reduce the high number of intakes at the Regional Animal Shelter; and,

WHEREAS, the execution of a twelve-month Cooperative Agreement with Great Plains SPCA is in the best interests of the health, safety, and welfare of the citizens of Jackson County; and,

WHEREAS, an appropriation is necessary to place the needed funds in the appropriate spending account; now therefore,

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of the 2014 Health Fund be and hereby is made:
