Body
WHEREAS, the Director of Finance and Purchasing has solicited formal written bids pursuant to Request for Proposals No. 56-13 for drug and alcohol testing for use by the Human Resources, Public Works, and Parks + Rec Departments, the Department of Corrections, and the Sheriff's Office; and,
WHEREAS, a total of nineteen notifications were distributed and five responses were received, one of which were deemed unresponsive, with the four lowest and best bids as follows:

WHEREAS, an evaluation committee made up of representatives from each using department, evaluated the bidders on pricing, responsiveness to the RFP, experience, and location; and,
WHEREAS, the Director recommends award to ARCpoint Lab of Kansas City, MO, which submitted the lowest and best bid as determined by the evaluation committee; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases subject to annual appropriation; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments on the contract, including final payment, to the extent that sufficient appropriations to the using spending agencies are available in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
