Enacted and Approved
WHEREAS, by Resolution 16883, dated April 20, 2009, the Legislature did authorize the execution of an Intergovernmental Agreement with the City of Kansas City, Missouri to provide for the Regional Correctional Center (RCC); and,

WHEREAS, this original agreement authorized the detention of up to 150 inmates per day from the City and provided that the City would manage the population if it exceeded that cap; and,

WHEREAS, in analyzing trends since the original agreement, peak usage periods tend to occur on the weekends during certain times of the year; and,

WHEREAS, the City has proposed that the original cap of 150 inmates and detainees be expanded for short-term weekend overflow for up to 25 additional inmates, with compensation to the County in the amount of $40.00 per day each; and,

WHEREAS, the attached Intergovernmental Agreement with the City of Kansas City is a suitable mechanism by which to implement the mutual understanding of the parties and obligations of the City and County with regards to the cooperative effort regarding the regional detention plan; and,

WHEREAS, execution of this Agreement is in the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Agreement with the City of Kansas City, Missouri.
