Body
WHEREAS, by Ordinance 4312, dated May 23, 2011, the Legislature did authorize the award of a contract for the construction of a regional animal shelter facility to operate as a "no kill" shelter; and,
WHEREAS, the facility is now complete and the County desires to contract with a management firm for the operation of the new facility; and,
WHEREAS, the Director of Finance and Purchasing solicited formal written proposals on Request for Proposals No. 76-12 for this service; and,
WHEREAS, a total of four notifications were distributed and one response was received and evaluated; and,
WHEREAS, an evaluation committee reviewed the proposals and recommends award of a contract for the management and operation of the Regional Animal Shelter as a "no kill" facility to Great Plains SPCA of Merriam, KS, pursuant to the terms and conditions of RFP No. 76-12, as the lowest and best bidder; and,
WHEREAS, under this proposal, Great Plains will provide animal control filed services and sheltering of animals from unincorporated Jackson County at no cost to the County; and,
WHEREAS, negotiations to provide shelter services for dogs, cats, and small animals at the Regional Animal Shelter are ongoing with other municipalities, particularly with the City of Independence, MO, as the facility is located on city-owned land; and,
WHEREAS, as agreements are finalized with these other municipalities, payment will be made or passed through to Great Plains for those services at an agreed upon rate; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County a contract with Great Plains SPCA, in a form to be approved by the County Counselor and any other documents necessary for the accomplishment of the award.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
