Body
WHEREAS, the Jackson County Parks and Recreations Department owns a certain gun range facility (the "facility") located at Landahl Park which is not open for use by the general public; and,

WHEREAS, the Sheriff's Office is presently permitted to use the facility strictly for use in training and certifying law enforcement staff of the Sheriff's Office; and,

WHEREAS, section 571.090, RSMo, relating to handgun or concealable firearms transfer permits, was repealed during 2007 in favor of the concealed carry endorsement provisions of sections 571.101 to 571.150, RSMo; and,

WHEREAS, the Sheriff's Office now recommends the additional use of the facility for the additional purposes of providing certification of applicants for firearms safety training required for concealed carry endorsements under the supervision of its deputies; and,

WHEREAS, the Sheriff's Office will establish a policy approved as to form by the County Counselor that establishes that all firearms safety training will be conducted under the supervision of deputies certified for such training and that such training will be limited to weapons for which said deputies are certified and that such training will not include any fully-automatic weapons; and,

WHEREAS, section 50.535, RSMo, relating to the Sheriff's Revolving Fund, was amended to include the receipt and disbursement of fees and expenses related to the certification of applicants for concealed carry endorsements under Chapter 571, RSMo; and,
