A RESOLUTION directing the Clerk of the County Legislature to establish, pursuant to section 115.395 (2), RSMo, a system of filing by candidates for County office whereunder the names of the candidates who filed for office on the first day of filing appear on the ballot in an order determined by random drawing.

Body
WHEREAS, section 115.395, RSMo, requires the Secretary of State to place candidates who file a declaration of candidacy for nomination to office in the primary election, on the first day of filing, on the election ballot in the order determined by a random drawing; and,
WHEREAS, section 115.395, also authorizes local election authorities to implement the same random drawing procedure to determine ballot order for candidates who file for local office on the first day of filing; and,
WHEREAS, the Legislature believes that such a system would be more fair and orderly than the system currently in place for filing for County office whereunder some candidates may have an advantage over others in gaining access to the second floor of the Kansas City Courthouse where the filing takes place; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby directs the Clerk of the County Legislature to establish a system of candidate filing for County office whereunder the ballot order of candidates who file for office on the first day of filing is determined by random drawing, in the manner authorized by section 115.395 (2), RSMo.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
