Body
WHEREAS, the Federal Communications Commission has mandated that by January 1, 2013, all public safety radio systems must "narrowband," which means the reduction of the occupied bandwidth from the current wideband analog system; and,

WHEREAS, because of the complex technology issue involved in this conversion, the County has the need for assistance in analyzing viable options for compliance; and,

WHEREAS, Tusa Consulting Services (TCS) of Covington, LA, previously assisted the Mid-America Regional Council on radio system planning in the Kansas City area and would provide the County with a needs assessment and conceptual design for a new system; and,

WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items or services to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
WHEREAS, the Director of Finance and Purchasing recommends the award of a contract for consulting services with TCS as a sole source purchase because of its unique knowledge and experience in dealing with the FCC conversion issue, particularly the issues presented in the Kansas City area; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute for the County a Consulting Agreement with Tusa Consulting Services, in a form to be approved by the County Counselor, at a ...
