Body
WHEREAS, the golf professionals at the County's Fred Arbanas Golf Court at Longview Lake have traditionally received as a minor component of their total County compensation an additional stipend for golf lessons provided at the course outside of normal working hours; and,
WHEREAS, the Director of Parks and Recreation is of the opinion that this practice is at least partially responsible for the success of the golf course over the years and recommends its continuation; and,
WHEREAS, this additional compensation has historically been a part of contracts with the golf professionals involved, but is not specifically authorized by ordinance or the County's Charter; and,
WHEREAS, further article XII, section 1, of the Charter contains provisions which at least call in question the propriety of these payments; and,
WHEREAS, article XII, section 4 of the Charter grants to the Legislature the power to enact ordinances to guard against injustices and to supplement the Charter's provisions regarding conflicts of interest; and,
WHEREAS, the Director of Parks and Recreation recommends the adoption of a formal policy that will specifically authorize the continuation of this compensation practice to help insure the continued viability and success of the golf course over the long term; and,
WHEREAS, this policy, as codified in this Ordinance, is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section A. Enacting Clause. Section 286., Jackson County Code, 1984, is hereby enacted, to read as follows:
