A RESOLUTION authorizing the County Executive to execute an Intergovernmental Cooperative Agreement with the City of Independence, Missouri, for animal control field services and animal control sheltering services, and for the County to proceed with construction of a shared sheltering facility.

Body
WHEREAS, the City of Independence, Missouri, and the County have previously entered into a Cooperative Agreement for an Animal Shelter Facility to serve the City, the unincorporated areas of the County, as well as specific communities located in the County; and,
WHEREAS, under that Agreement, the City commissioned a study with financial support from the County and has developed a preliminary design for the new shelter from Shelter Planners of America; and,
WHEREAS, the City and County support the concept outlined in the preliminary design; and,
WHEREAS, the Intergovernmental Agreement sets forth the mutual responsibilities and obligations of the parties for the services described above; and,
WHEREAS, this Agreement is in the best interest of the health, welfare, and safety of the citizens of the County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Intergovernmental Agreement with the City of Independence, Missouri, for animal control field services and animal control sheltering services, and for the construction of the shared sheltering facility.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
