WHEREAS, increased voter registrations and higher than anticipated voter turnout substantially increased the estimates of the costs of the November 2, 2004 General Election; and,
WHEREAS, the operations of the Kansas City Election Board are essential in our system of government; and,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made from the unappropriated surplus of the 2004 General Fund:
