Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a contract with ADT Security Services, Inc., of Kansas City, MO, in the estimated amount not to exceed $10,050.00, for the furnishing of maintenance, repair, and monitoring services for the Public Works Department's on-site security system at its Road Maintenance facility to provide for departmental needs for the upcoming one-year period and recommends the purchase and installation of new heat/smoke/pull stations, strobes, outdoor and indoor security cameras and a card reader system at the Road Maintenance facility in the estimated amount not to exceed $33,000.00 for a total estimated amount not to exceed $43,050.00; and,
WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to said contract for the reason that ADT Security Services, Inc., of Kansas City, MO, is the only known local vendor capable of providing maintenance, repair, and monitoring services for its proprietary on-site security system and the only supplier of heat/smoke/pull stations, strobes, outdoor and indoor security cameras and card reader system; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made to ADT Security Services, Inc. of Kansas City, MO, in the estimated amount not to exceed $43,050.00 as recommended by the Purchasing Director for the furnishing of maintenance, repair, and monitoring services for the Public Works Department's on-site security system, and that the Purchasing Director be, and is hereby authorized to execute for the County a contract with ADT Security Services, Inc., of Kansas City, MO, and any and all documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments including final payment on the contract, to the extent sufficient appropriations to the using spending agency have heretofore been made in the current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

This award is made on a need basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases will, of necessity, be determined as each using agency places its order, with certification made at that time within amounts previously budgeted for the spending agency.
