Body
WHEREAS, the qualified voters of Jackson County have consistently approved a question authorizing Jackson County to continue its countywide anti-drug sales tax (COMBAT) at the rate of one-quarter of one percent for a period of seven years solely for the purposes of investigation and prosecution of those accused of drug-related offenses, the prevention of such offenses, and the incarceration, rehabilitation, treatment, and judicial processing of adult and juvenile violators of drug-related offenses; and,
WHEREAS, since the original adoption of the COMBAT anti-drug sales tax, the County has accrued an unencumbered fund balance in its Anti-Drug Sales Tax Trust Fund; and,
WHEREAS, it is important for the Legislature to provide guidance for the future appropriation and expenditure of said funds; and,
WHEREAS, the County Legislature of Jackson County, Missouri in the adoption of this Resolution understands and acknowledges that this Resolution does not bind the future actions of the Legislature and that in the future the legislature may appropriate funds in response to the changing needs of Jackson County in furtherance of the goals and consistent with the terms of Community Backed Anti Drug Sales Tax (COMBAT) as approved by the voters; and,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that it is the intent of the Legislature that the Anti-Drug Sales Tax Trust Fund be expended in the 2005 fiscal year and all subsequent years as set forth below:
