Body
WHEREAS, by Resolution 12795, dated June 28, 1999, the County did enter into a Recognition Agreement with the Jackson County Sheriff's Chapter, Lodge 50, of the Fraternal Order of Police (FOP); and,

WHEREAS, this Recognition Agreement authorized County officials and staff to undertake negotiations with the FOP for the purpose of arriving at a Memorandum of Understanding (MOU) regarding conditions of employee for certain employees within the Sheriff's Office; and,

WHEREAS, the parties subsequently undertook negotiations and, by Resolution 13491, dated December 17, 2001, the County did enter into a MOU; and,

WHEREAS, the MOU authorized by Resolution 13491 expired on December 31, 2002; and,
WHEREAS, since mid-2002, the parties have been in negotiations over the terms of a successor MOU, but as of this time have not been able to reach a mutually -satisfactory MOU to recommend to the Legislature; and,

WHEREAS, the Legislature remains committed to the collective bargaining process and urges both the Sheriff and the FOP to renew their efforts to reach an agreement; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature urges the Sheriff and the Fraternal Order of Police to return to the bargaining table and make every effort to reach a successor Memorandum of Understanding.
