AN ORDINANCE repealing section 1540.1, of the Jackson County Code, 1984 and enacting, in lieu thereof, one new section relating to the same subject requiring that the Legislative County Auditor maintain a permanent position on the Board responsible for the Administration and Oversight of County Pension and Retirement Systems with an effective date.

WHEREAS, The County Legislature hereby finds that the pension and retirement systems of Jackson County represent substantial public assets and long-term financial obligations requiring strong independent oversight, transparency, and accountability. The Legislature further finds that the participation of the Legislative County Auditor on the pension board promotes sound fiscal management and public confidence in the administration of County retirement systems; now therefore,
BE IT ORDAINED the Jackson County Code is hereby amended to provide that the County Auditor shall serve as a permanent member of any board, commission, committee, or governing body established for the administration, management, oversight, or investment of any Jackson County pension or retirement system; and,
BE IT ORDAINED the Legislative County Auditor shall serve as a full voting member of such board or governing body and may designate a qualified representative from the Auditor's Office to attend meetings and exercise such authority in the Auditor's absence, unless otherwise prohibited by law; and,
BE IT ORDAINED no amendment, administrative action, reorganization, policy change, or restructuring of the pension board shall eliminate, diminish, or otherwise remove the Legislative County Auditor's position on the pension board except through an ordinance duly adopted by the Jackson County Legislature; and,
