Body
WHEREAS, the members of the COMBAT Commission perform a valuable public service in the fight against illegal drugs and substance abuse; and,

WHEREAS, service on the COMBAT Commission is an activity that the County Legislature recognizes can impose significant burdens on the members and their families; and,

WHEREAS, the County Legislature wishes to recognize and honor the service of the members of the Commission by increasing their pay per meeting; now therefore,

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:

Section A. Enacting Clause.
Sections 9305.4., Jackson County Code, 1984, is hereby repealed, and one new section enacted in lieu thereof, to be known as section 9305.4, to read as follows:

9305.4 Powers and Duties of COMBAT Commission.
a. Presentation of Annual Proposed Budget.
The commission shall present annually a proposed budget for those COMBAT proceeds which are allocated for community crime prevention and drug treatment initiatives and Drug Abuse Resistance Education (D.A.R.E.) programs, and may authorize the expenditure of COMBAT funds for these purposes, subject to the approval of the county legislature.

b. Periodic Review and Report, Audit.
The commission shall periodically review and report to the legislature on the progress and efficacy of community crime prevention and drug treatment initiatives. The county shall annually contract for an audit of COMBAT proceeds allocated under this section by independent certified public accountants.
