Body
WHEREAS, currently the construction of a new Jackson County Detention Center is underway; and,
WHEREAS, Jackson County has already established a multi-phase plan to support the planning, design, construction, and activation of a new jail facility; and,
WHEREAS, given the plans already in place for the establishment of the jail, it would be best practice to also develop a direction for the new Detention Center's programming for the detainees; and,
WHEREAS, efforts should be made to establish, create, and identify funding sources for Detention Center programming at least one year prior to the opening of the new Detention Center; and,
WHEREAS, programming could include but not limited to educational services, including cultural competency, behavioral health, drug and addiction rehab services, workforce preparation, family reunification services, post incarceration services, and other services that would reduce recidivism; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the Legislature does hereby recognize the need for creation of a plan for Detention Center programming and its implementation.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
