Body
WHEREAS, at its meeting of December 11, 1997, the COMBAT Commission recommended a contract with the Missouri Institute of Mental Health, a part of the University of Missouri system, to develop an adolescent Initial Standardized Assessment Protocol (ISAP) Program for clients of COMBAT treatment providers; and,

WHEREAS, under this program, a uniform computerized assessment instrument would be developed by which the efficacy of COMBAT anti-drug treatment programs for adolescents could be measured, and providers would be trained on the use of the instrument; and,

WHEREAS, the adolescent ISAP program would be based on he successful adult ISAP program previously developed by the Institute and already in use by COMBAT providers; and,

WHEREAS, funds for this expenditure were included in the County's 1997 budget but, due to delays in finalizing the program, could not be expended in 1997 and were thus allowed to lapse; and,

WHEREAS, the County Executive recommends that such funds be reappropriated; now therefore,

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following reappropriation be made from the unappropriated surplus of the 1998 Anti-Drug Sales Tax Fund:
