SUMMARY: WHEREAS the 2023 Jackson County Assessment Cycle resulted in unprecedented property value increases, impacting financial stability for many Jackson County residents; and, WHEREAS Jackson County seeks to promote economic recovery and stability for its constituents by reducing the burden of property taxes on those who are experiencing financial hardship; and, WHEREAS financial consequences of the tax assessment cycles include, but are not limited to; homeowners facing foreclosure, residents moving from Jackson County, increased mortgages and unbalanced escrow accounts; and, WHEREAS a Missouri Court did rule that the Jackson County 2023 Assessment Cycle was unlawful and upheld the Missouri State Tax Commission's formal rollback order; and, WHEREAS the Legislature did pass Ordinance No. 5958; and, WHEREAS county administration has agreed to comply with the law and not increase property values more than 15% unless otherwise indicated from a physical inspection going forward; now therefore, BE IT RESOLVED that by way of ordinance the Jackson County Legislature shall submit a Request for Proposal for bid to procure services from a qualified firm or consultant to develop the application program, establish eligibility criteria and implement a comprehensive public notification and community engagement strategy to ensure widespread awareness of this program; and BE IT FURT...
