Body
WHEREAS, the voters of Jackson County, Missouri, approved imposition of a sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

WHEREAS, the voters and the Legislature authorized the Prosecuting Attorney, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which, if private, otherwise meets the test for exemption from federal income taxation under 26 U.S.C. Sec.501(c), and which engages in community crime prevention activities, for the purpose of preventing drug and drug-related offenses, if such organization has been in existence for a period of not less than five years; and,

WHEREAS, the Prosecuting Attorney, through the Purchasing Department, previously made Request For Proposals 100-94, issued June 16, 1994, inviting qualified organizations to submit proposals for the providing of said services, the specifications in said RFP being in accordance with the Special Advisory Panel recommendations relating to prevention funding of December 27, 1993; and,

WHEREAS, the organizations, listed on the document attached hereto as Schedule A, all engage in community crime prevention activities, have been in existence for at least five ...
