Body
WHEREAS, the American Public Works Association has selected Chuck Owsley as a recipient of its Top Ten Public Works Leaders of the Year Award; and,

WHEREAS, the American Public Works Association Top Ten Award is the highlight of National Public Works Week celebrations held annually in the United States and Canada from May 19 through May 25; and,

WHEREAS, the celebration calls national and international attention to those individuals whose work reflect the highest standards of professional conduct for public works officials; and,

WHEREAS, Chuck received his Bachelor of Science degree from the University of Missouri in 1968 and has worked in the field of public works for more than 30 years; and,

WHEREAS, as an engineer with the City of Kansas City, Missouri, and now Public Works Director for the City of Lee's Summit, Chuck gained valuable experience and worked successfully on numerous high profile projects; and,

WHEREAS, his project accomplishments include Brush Creek and Blue River flood control, Choteau Bridge, and the Lee's Summit 10-year road plan, a $72 million dollar program for significant road improvements; and,

WHEREAS, he has been featured as guest speaker for various programs including presentations to the U.S. Army Corps of Engineers, the Society of Military Engineers, the Office of Management and Budget, and the House Committee on Appropriations; and,

WHEREAS, he currently serves as chairman of the Missouri Priorities Committee for the Mid-America Regional Council and has served in numerous capacities in local chapters of the American Public Works Association and the National Society of Professional Engineers; and,
