Body
WHEREAS, the Purchasing Director has solicited formal written bids on Bid No. 59-96 for the furnishing of one passenger mini-van for use by the Department of Corrections; and,

WHEREAS, the only bid received was from Sonny Hills Motors of Platte City, MO; and,

WHEREAS, the Director of Purchasing has recommended that award be made to Sonny Hills Motors of Platte City, MO, for the reason that it has submitted the lowest and best bid; and,

WHEREAS, the Purchasing Director recommends a contract with Handicap Conversions, Inc. of Kansas City, MO, for the furnishing of a prisoner transport conversion kit for said van; and,

WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,

WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,

WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to this contract for the reason that Handicap Conversions, Inc. is, the only known supplier of the required conversion kit in the Kansas City metropolitan area; therefore,
