Body
WHEREAS, the voters of Jackson County, Missouri, renewed their sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

WHEREAS, the voters and the Legislature authorized the COMBAT Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purpose of preventing drug and drug-related offenses; and,

WHEREAS, the COMBAT Commission, through the Purchasing Department, previously
issued Request For Proposal 49-99, dated March 19, 1999, inviting qualified organizations to submit proposals for the providing of prevention services; and,

WHEREAS, Operation Breakthrough engages in community crime prevention activities, and is otherwise qualified to contract with the County for the expenditure of anti-drug sales tax funds; and,

WHEREAS, the COMBAT Commission, with the assistance of the Prosecuting Attorney and private consultants, reviewed the proposal submitted by Operation Breakthrough and considered staff review and comments thereon; and,

WHEREAS, the COMBAT Commission desires to assist Operation Breakthrough in the provision of services and has recommended the expenditure of anti-drug sales tax fun...
