Body
WHEREAS, Debra Nelson began her employment with the Hickman Mills School District in August 1990 as principal of Ruskin High School; and,

WHEREAS, in 1992 she became principal of Smithhale Junior High and later served as the district's associate superintendent in charge of curriculum and instruction prior to becoming associate superintendent of the district in 1999; and,

WHEREAS, Debra, a visionary, enlightened and dedicated to excellence, assumed a significant leadership role in a partnership between Jackson County Family Court Services and the Hickman Mills School District, to initiate collaborative and community based social/educational programs for the youth at risk of becoming offenders and citizens of Hickman Mills; and,

WHEREAS, she applied for grants to secure funding from outside sources, and co-authored a application grant funded by the Missouri Department of Public Safety to establish the first school based truancy court in the State of Missouri at Smithhale Junior High School; and,

WHEREAS, through Debra's commitment and tireless effort, the Hickman Mills School District and Jackson County Family Court Services have accessed additional funding to provide for community based programs, including ACHIEVE (A Child's Health Indicates the Value of Education), ASSP (Alternative to School Suspension in School), PASS (Prevention Advocacy &Supervision in School), and Project Turnaround (An Adventure- Based Outdoor Counseling), and,
