A RESOLUTION authorizing the Jackson County Finance and Purchasing Department to draft and present an ACH (Automated Clearing House) payment policy so that ACH payments, or otherwise commercially advantageous electronic transactions, may be paid and accepted on behalf of the county.

Body
WHEREAS the current process of requiring all internal departments to rely on check payments is costly and time delayed; and,
WHEREAS multiple vendors have reported stolen county checks intercepted through the United States Postal Service, resulting in further overdue payments and additional loss of resources; and,
WHEREAS in today's business environment, ACH payments are more widely accepted and utilized than traditional paper checks as they offer greater efficiency, faster processing times and increased security; and,
WHEREAS the Legislature believes it is in the best interest of the County to engage in standard business practice as commerce continues to grow and digitize; and,
WHEREAS the Legislature requests the Finance and Purchasing Department to develop a policy draft for ACH payments to be an approved method of payment for county vendors; now therefore,
BE IT RESOLVED that this Resolution shall serve as the formal request from the Jackson County Legislature for the Finance and Purchasing Department to draft an ACH payment policy for Jackson County, to be presented to and approved by the County Legislature.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
